Washington specialists
From its inception in the 1960s, our firm has specialized in representing banks and other financial firms before the federal banking agencies and Congress. This focus reflected the backgrounds of its founders, Jack Yingling and Jerry Shay. Before starting the firm, Jack Yingling had been the staff director for the Senate Banking Committee, and Jerry Shay had been a lawyer with the Federal Reserve Board.
Today, our firm continues to sit at the nerve center of financial services law- and policy-making—helping clients and their advocates anticipate, monitor, understand, and shape the issues that define their industries.
Members of the firm have been involved in every major federal financial services law of the past half century, including the Financial Institutions Reform, Recovery and Enforcement Act (FIRREA), the FDIC Improvement Act (FDICIA), the Gramm-Leach-Bliley Act, the Riegle-Neal Interstate Banking and Branching Efficiency Act, amendments to the Fair Credit Reporting Act, the Housing and Economic Recovery Act of 2008, the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010, the Economic Growth, Regulatory Relief, and Consumer Protection Act, and the GENIUS Act.
The current members of the firm have extensive experience in financial services law, regulation, and policy through positions in government, industry trade associations, and leading advisory firms. As a result, we have an in-depth understanding of both the rules governing financial services firms and the procedures followed by regulators and Congress in making them. This knowledge enables the firm to provide both legal and strategic advice to clients.
